Public homeserver recommendations for Matrix

What qualifies a homeserver for recommendation?

Homeservers on my list must fit the following criteria to be recommended here:

A very high standard of free speech. For example, a rule that goes along the lines of "We tolerate free speech, but hate speech isn't free speech" would not be good enough to warrant recommendation.
Cool-headed moderation. No sudden changes or meaningless bans without explanation. Off-site activity that moderation was made aware of must not result in any form of punishment. You should be able to know why a moderation action was taken and be able to dispute it.
Active moderation. Illegal content should be moderated if a report has been provided with sufficient proof.

Recommended Homeservers

These homeservers are ones I recommend creating an account on, which have not to my knowledge broken any of the criteria outlined above.

Homeservers to approach with caution

These homeservers violated the criteria for recommendation less severely than the homeservers to avoid, but still have some negative attributes. You might be able to use one of these servers, but there's things that should be noted before you do.

matrix.thisisjoes.site	Harassment, unsolicited DMing, ignore evasion and room ban evasion is not allowed. You might not find these restrictions alarming, but it does violate the criteria for recommendation. Element at element.thisisjoes.site
unredacted.org	Free speech is permitted on a per-user basis, but rooms moderated by unredacted.org accounts will be banned along with the moderator if the admin deems it too extreme. Free speech is not permitted in the homeserver meta room and violation will result in account deletion. You probably find these restrictions alarming, but you might not.
psps.cat	Hosted in Norway. Norwegian law violates free speech requirement. Registration token is "meowzers"
anonymousland.org	No TOS found, no administrator contact for reports. Approach with caution.
halogen.city	Raiding and ban evading in rooms using accounts from this server is bannable. You might not find these restrictions alarming, but it does violate the criteria for recommendation.

Homeservers to avoid

These homeservers should definitely be avoided, as they severely violate one or multiple of the criteria listed above. If you create an account on these servers and say the wrong thing, there is a high chance your account will be deleted or tampered with.
